The twenty-minute window
Testnet's rule: twenty minutes after the last block, the next one may be mined at the lowest difficulty. This tab mines only inside that window; the rest of the time it waits, and the last block's clock is read from the tab's own chain.
The block is built by the node worker from the tab's own chain tip and its own validated mempool, checked against every block rule it knows, and hashed here. A found block is published as a kind 23405 event; a node that follows it runs submitblock, and this tab sees the result when its own chain tip moves.
